Fix IRC web-client link on hub page to use CHAT_DOMAIN

Browse source 
The desktop-IRC section hardcoded chat.${DOMAIN}, which renders as
chat.bbs.profullstack.com instead of the actual Lounge host
chat.profullstack.com (chat.<root-of-DOMAIN>). Use ${CHAT_DOMAIN}
to match the Caddy route and default.
